This tutorial explains how you can draw manga and anime mouths using the sides (profile perspective) in the various states (closed open, closed, etc.) …) and using different expressions.
Placing Anime Mouth & Lips on the Head in Side View
To place a vertically placed cartoon mouth on the top of your head from the side view, begin by placing the lower lip around 1/8 of the height of the head upwards to the level of your chin. The mouth should be slightly higher than that.
Drawing Anime Lips in Side View
To draw the anime lips from the side view, you should start by drawing a line that runs starting from the tip of the nose towards the chin’s curve. Then, you can use this line to position horizontally the lips.

Understanding How a Mouth Opens
When drawing your mouth of any kind, it is important to know the way that the jaw opens. The jaw doesn’t slide down as an elevator would, but rather swings down like a door swings down its hinges, but unlike doors, it is able to move slightly in the direction of forward.
The top of the mouth is unable to move.
